Is there way to create a reoccurring element in which an element entry will be created for each employee eligible automatically? the goal is to create a reoccurring "bonus" and a reoccurring element is what stands out to me

example:

any employees who live outside of the state will get a $100 allowance every paycheck.

so the goal is to setup a reoccurring element in which it will create an element entry in their record without anyone entering it. any ideas? Since we are outsourcing payroll, we don't have the full payroll module, just the basics.
