Post Election Edit FF must return an error when an employee is not enrolled in two plans

Content (required):

We have a requirement where employees in certain legal entities are not allowed to enroll in STD and LTD if they choose a medical plan. Employees in other legal entities are automatically enrolled in these plans irrespective of the medical plan choice. We tried automatic formula but it did not work on plans where there are options. It worked perfectly when the formula is attached to a plan with no options. Oracle suggested using a default enrollment formula and postelection edit formula in place of the automatic enrollment formula. We have a FF which is working fine for most of
