What is the privilege needed for "Quick Process Offer" to show in the offer action menu?

For some of the HRs, "Quick Process Offer" shows on the offer action menu, while for other HRs, for the same offer "Quick Process Offer" do not show in the offer action menu.

All HRs have different custom HR roles.
