If a Goal Plan is created without eligibility, does the entire organisation receive it?

Summary:

I need to create a goal plan for the entire organization. For some reason I do not want to use the Primary Goal Plan.

Will creating a Goal Plan without eligibility criteria assign it to the entire organisation ?

Or, are there any better and easy ways to assign the goal plan to the entire organisation?
