You don’t have permission to view these resources in this compartment

Summary:

I am lost access to my VM

Content (required):

I had one VM instance in the always free tier. This VM used only always free resourses (Ubuntu with 4 Ampere processor and 24 GB RAM). 

On month ago I received an email from Oracle about my trial period expired. After expiration, my VM work fine until today.

Today I lost access to my VM.

When I go to instance page I see message "You don’t have permission to view these resources in this compartment. Try another compartment, or contact your administrator for help." But the administrator it's me!

What is the reason for that?
