How to find an active payroll relationship record

Our payroll implementation for US has life time record in payroll relationship rules. So whenever an employee rehired, it just removes the FINC, LSPD, End_date from the payroll relationship record PAY_ASSIGNED_PAYROLLS_DN. Due to this, system will be using same payroll relationship id/payroll relationship number between the terminated assignments and current active assignment. Now we need to find current active payroll relationship record. We used to rely on the FINC, LSPD, END_DATE fields to identify the current active payroll relationship record. Do we have a solution for such cases?
