Top manager to determine access on individual basis.
Requirement is top manager need to be able to specify which of their sub ordinate manager should gain access to the plan in order to compensate employees.
The top manager need to be able to specify at discretion and case by case basis which of their subordinate manager should have access to the plan in order to award compensation.
Please what is the best recommended approach for meeting this requirement?
Please note, this isn't related to budgeting, the managers would already have budget as its worker level budgeting with automatic published defaulted budget for all workers anyway.
