Summary of the question:

Can we set an encryption in OFS and have the other system hold the key to unlock the encrypted data?

Sample we want to encrypt resource information and these information will be integrated to Oracle Human Capital Management (HCM). The idea is HCM will hold the key to unlock the encrypted data from OFS
