Change cXML Payload ID and Sender Identity

Apologies if this is in the wrong community, I am looking for assistance with cXML message; specifically the Payload ID and the Sender Identity

Content (required):

I am currently working with a supplier on punchout with a cXML message being communicated to the supplier via Oracle Business Network. The messages are successfully leaving our environment and transmitting by OBN but when received by the supplier they are rejected due to the Payload ID not being unique and the timestamp being incorrect. Each message communicates with the following header (regardless of whether it is set to Test or Production):

-<cXML version="1.2.007" timestamp="0000-00-00T00:00:00" payloadID="ControlNumber"
