How to stop old bank accounts(payment methods) from being active in case of rehire

The old payment methods are becoming active automatically in case of rehire.

We have seasoned workers who leave the org and return often. When the worker tries to add payment methods, the old accounts, that were end dated are popping up as active. We don't want the old accounts to be activated automatically.
