Pay period start dates validation retro and future -error message is triggering for all scenarios

Summary: Validate Assignment effdt on certain actions are not 45 days before (retro) or in future (later) .error message is triggering for al scenarios basically even when the dates are within the range

Content (required): we have setup validation for certain actions HR or Manager cannot have the action date either 45 retro or more than 45 days beyond in the future. The error message is triggering for all scenarios basically even when the dates are within the range

Any suggestions as to why this will happen? Could someone provide some insight?
