GOP Item Substitution work at Item Master Level or Org Level

Summary: We Know the GOP Goes by the Item Rank during Substitution. Now we see the Substitute Items can Control at the Master and Org Levels. Does GOP Look for Only Master Level or Org Level?

Content (required): When I performed the Testing, it always took from the Master level and does not go for Org Level Substitute.
