Summary:

When HM or Recruiter or any other Admin Roles tries to create a Job Offer for their Candidate, they are not able to view create Job Offer action on 'Actions' Drop-Down on Candidate Job Application.

In case if it is visible sometimes then also, after clicking on it it throws an error message as shown below:
