What is the privilege's or Role required?

What is the privilege/Role required to access the below link in recruiting approval notification?

https://xxxxx.oraclecloud.com/fscmUI/faces/deeplink?objType=IRC_RECRUITING&action=REQUISITION_DETAIL_RECRUITING_RESP&objKey=RequisitionId=300000197734473;pHideNavigation=true;pCloseMainTaskOnDone=Y

When the approver access the requisition from My Team-> Hiring, He is able to view all the details. But when he access the above link which is present in the recruiting notification, he is getting blank page.

Any specific privilege required for the same?
