Custom Measure for Firm Planned Orders

How to define a custom measure to display only Firm Planned Orders.

Content (required):

The customer has a multi-level scheduling process. The first level scheduler looks at the available capacity and 'firms' the planned orders. The next-level scheduler is supposed to look only at those firm planned orders and release them to work orders if there are no engineering changes.

The users are aware of the filters in Supplies and Demands. The users are looking for a measure for 'Firm Planned Orders' in the Material Plan.
