How can we bypass Rehiring?

Hello everyone,
Our clients have a policy in which if an ex-employee applies for a job after 6 months of leaving, they want to treat them as an external candidate.
In ORC if a candidate applies with an email that is already registered with the application then the system treats him as an Ex-employee is there any way we can change the "Candidate Type when applying" from Ex-employee to external candidate?
Or is there any workaround we can bypass the Rehiring?
