Move to HR duplicate check error in processing-ORC

We have a candidate that is stuck with 'Error in Processing' - . Candidate accepted his offer, the recruiter clicked “move to HR” and received he error message. We need to figure out how to remove this from the errored status. I checked the profile option ORA_IRC_POST_OFFER_DUP_CHECK is set at site = ‘N’ so it shouldn't be checking for duplicates. I also did a database search against the candidate's name, phone number and email address to be sure no duplicates.

Support is telling me to turn on the duplicate check profile option, but why is it performing a check with it set to N? Why is it not showing me any duplicate values that it's stuck on? It does not give me any action to take to move this forward.
