How to uncheck the "Include review population without notes" by default in the Talent Review?

Summary:

How do we default this checkbox as unchecked so that only those with Talent Review notes are initially shown? I have tried to find a profile value (i.e. changing the succession plan private/public checkbox), however I can't seem to find one that controls this box. I have used page composer to change the default state of this checkbox, but the total population is still presented. It looks like page composer just changed the visual, but not the downstream system logic.
