Prevent candidate's applications on other open reqs from being withdrawn?

When a candidate has applied to two different reqs and is moved to hire on one req, the system appears to automatically withdraw the candidate's application on the other req. Is there a way to prevent a candidate's applications on other reqs from being withdrawn and still have the req automatically fill?
