Collaborators on a Requisition Receiving Multiple Notifications

Since going live, we have seen a fascinating phenomenon occurring when it comes to requisition notifications for collaborators. Any time an action occurs on a requisition (EX: req cancelled, req filled, offer created, candidate accepted, etc.), there is a notification generation in the system through Alert Composer (this is expected). Regardless however of what kind of action is taken on the requisition, our collaborators receive 1-2 additional duplicate notifications for the action taken on the req. The collaborators this is happening for happen to be HR and have "recruiter access" to these reqs, but are not installed as the Recruiter
