When creating a requisition using 'Enter Requisition Line', is the charge account required?

Prior to 22D, shoppers were able to use Enter Requisition Line without entering funding. They could add lines and then review the requisition. After the patch, when using this functionality, they get an error when adding the line.

Error "Charge account cannot be generated for distribution 1. (POR - 2010280)

Cause: The transaction account definition couldn't derive a valid account for the Purchasing Charge Account Rule. Modify the account rule used in the transaction account definition to match the conditions for the transaction
