22D Redraft Offer Feature- Requisition Closed

In the Oracle Documentation Guide for the new ReDraft Offers features, it notes that "When the job requisition is closed...the Redraft Offer action is no longer available."

However, I was able to access the Redraft Offer action from the Manage Job Offers screen, when candidates were in "Error During Processing" or "Pending Manual Processing" status and the req status was "Open-Filled" which is what I thought was equivalent to "requisition is closed".

Am I misinterpreting what the documentation is communicating regarding when the redraft offer action is no longer available or is the documentation incorrect? (I'm assuming that when a candidate is pushed to HR, then the req is closed/filled)
