break down budget by function and component

Hello everyone,

We have a new requirement with my team to break down budget by function and component. Although, we are facing an issue with function. While we are trying to built the condition (e.x. Function=IT then 20000) the result will be for all the employees that belong in IT to get 20000. But, the requirement is the Function IT to have the 20000 and then to be able for the manager to share the budget as he or she prefer. Keep in mind that we are using the Worker Level Budgeting.

Do you know if it is possible to achieve this? If yes, what we are missing?
