is it possible create a role which can view certain grade employees only

Summary: I have created a job role with required privileges and when creating a person security profile, I have used custom criteria and include only the employees of certain grades and created a data role using the security profile. However, when I search for user below are the challenges faced

1. When a user is rehired to a different grade then both assignments information is visible (which is not the requirement).
2. If a user is promoted to a different grade, then unable to see the person record when date tracked to back date.

Is the above requirement achievable
