Edit job offer during Approval Rule Flow

Hello everyone,
We found out that when we use a rule for the Job Offer Approval Rule we are not able to edit or redraft the job offer once it has been submitted for approval. However, when we bypass the Approval Rule we are able to edit and redraft the job offer once it has been submitted - we can redraft the job offer before we extend the job offer letter.
Is it an expected behavior in the system to not be able to see the edit/draft option when we use an Approval for the Job Offer? If yes, is there a way to workaround it, because it doesn't make sense to not have the opportunity to edit/redraft the job offer letter once it is sent for approval.
