unable to cancel an transfer order line

Summary:

users not able to cancel an transfer order line , currently line status is awaiting fulfillment status.

while trying to cancel the line getting below error.

The transfer order line cannot be canceled because another process has already submitted changes or a cancellation request for the line. (INV-2416563)
