Rate change because of updating "tobacco use" on ESS before making elections.

Hi Everyone,
We are facing an issue with Tobacco Status Change on ESS; we have Smoking and Non-Smoking Plans and eligibility is driven by Smoking Status. Eligibility is working fine when we update the status and re-run the life event as Admin.
However, when an employee is updating the Tobacco Status, the life event is not re-running and Plans are not changing based on Tobacco Status.
Is this the expected functionality that Admin would need to re-run the life event, or we are missing any config?
