Is it possible to allocate budget using models for a direct manager with multi-currency employees?

Logged in as manager with employees of different currencies, we have tested allocating budget using a model however, the Save and Apply button is disabled. When we tried to log in as the manager of said manager, we are able to Save and Apply the model. Both the managers have the same access. Is this a limitation for the direct manager?
