I need help to correct a Data Extract - eText - Timezone Issue

Summary:

I have a data extract and the output uses an eText file for the data layout. That attached document shows a snippet of the eText where FORMAT_DATE(SYSDATE,'MM/DD/YYYY') is being used.

The document also shows our discovery of the date issue is causing to a downstream application from HCM. The file generated at 5:47 PM EST has the date shown as 12/5/2022. However, the same data extract that was generated at 8:48 PM EST shows a date of 12/6/2022. This is due to ETC not being -5 hours from UTC and normally EST is -4 hours from UTC.

What date am i to use that no matter the time from 00:00 to 23:59 on 12/5/2022 EST that the system date or whatever is 12/5/2022?
