Initiate Transfer Journey BEFORE transfer action taken in Manage Job Offers area

Summary:

Our customer is a healthcare customer who has some clearance requirements an internal transfer needs to complete before the Transfer action can take affect. Due to strict clearance requirements, we are not using the automated route to process transfers. We are seeking a way to allocate a Transfer Journey after the Move to HR action but before the Transfer action happens in Manage Job Offers.
