How to enable top sales manager to see leads assign to other sales managers

1-How to enable top sales manager to see and edit leads assign to other sales managers while he is not their reporting manager

2-And need any sales manager of them to see the leads assign to another sales manager of them but cannot edit read only

So there is here two business how to handle that by using access group
