Organization Goal Sharing to New or Transferred Employees

Summary:

We want to use the Organization Goals function to allow leaders to cascade goals to their org, but are unsure how to account for new employees or employees who change managers into that org. We previously used the HR mass goal assignment functionality because we can run a weekly process to assign to new employees.

Is there any way the Org Goals feature can account for this? Or is it solely a point in time share to the manager's organization?
