How do we hide the Spotlight Succession Planning link when managers can update their own plans?

Summary:

We gave managers security to update their own Succession Plans. Now when a manager goes to any employee’s Person Spotlight, there is a link to Succession Planning, even for employees outside of the management hierarchy. 

Content (required):

We have enabled (through Security) our managers to update their own Succession Plan by giving them access via My Client Groups>Succession Plans. The byproduct of this is that when a manager navigates to an employee’s Person Spotlight, there is a link to “Succession Planning”. That link should only be there if the manager has access to the employee via their management hierarchy, but it now appears there for ALL managers. We should be able to hide this (using HCM Experience Design Studio>Person Spotlight), but it requires an Expression. Basically, we want “Succession Planning” to appear on the Spotlight only when
