Disqualifications Expected Behavior (adding and deactivating)

Summary: We have two US only disqualifying questions we need to remove and two new questions we need to add (in it's place). We are changing the verbiage and don't want to edit because it is enough of a change that it could alter the response the candidate would provide. When doing so we got the behavior indicated further below in bold. I also put in an SR just to be sure it wasn't something I did. So the question/s to the community...Given this finding…

1. when would could we ever actually update your Application questions with no impact to history?
