Root Node access Permissions for Read

Summary:

We have an intersection which has Accounts as top node and security enabled, and rest have some combination at levels users have access to. The below picture explains the difference.

We enabled Security on Accounts dimension, and all the nodes below were given Read access.

But we are expecting to read data on Accounts Node too in Cloud. Are we missing this in Cloud version or Am I missing something.
