How to make measurement section in goals expanded by default

Summary:

According to my client requirement; They need to make the whole measurement section mandatory.. So that we made the measurement name mandatory and its done successfully but we have a gap that in case employee didn't press "Add" button for measurement section while adding goal .. Application won't see that there is a filed "Measurement Name" is mandatory because the whole "Measurement" section is collapsed and the whole goal will be accepted without define the measurement
