How to set up automatic assignments based on time frame in OBTI

Summary:

We have learning that needs to be completed every 6months, 12months(1yr) and 24 months(2yrs). Is there a way to either:

1. Set up a OBTI to let us know when someone is getting ready to approach the renewal timeframe
2. Set up a OBTI so the system automatically assigns them the learning when the expiration/renewal date hits.
