Everywhere "You don't have permission to view these resources in this compartment."

Summary:

I just lost access to all instances and compartment. Everywhere it says "You don't have permission to view these resources in this compartment. Try another compartment, or contact your administrator for help.", the detailed situation is below. What should I do, why did I lose access to everything?

Today, December 29, 2022 at 4PM Kyiv time - I found out that the Discord bot that was on the oracle server stopped working. I immediately tried going into portiner.io to see why the bot wasn't working but I couldn't access the docker control panel.

Then I went to cloud.oracle.com , logged into my account and I just don't have my instances (there were 2 instance and all marked "always free"), and it also says "You don't have permission to view these resources in this compartment. Try another compartment, or contact your administrator for help." and so everywhere.
