Serial and Parallel Approvals in same Rule

Hello,
We have a requirement where an Offer Approval needs to go to multiple people:
1st Approver = Representative (Serial Approval)
2nd Approver = Representative (Serial Approval)
3rd Approver = Approval Group (Parallel)
When configuring the rule in Transaction Console, if I edit the approval participants to either serial or parallel, this changes for all approvers, however we need the final approval group to be set to parallel so that only one person in this group needs to approve it once.
Is it possible to create a rule like this?
