Reopen a journey task by HR specialist

Hi all,

I am testing the journey functionality but I am not finding where the HR Specialist (he is not the performer of the task) can reopen a journey task of an employee that is not his direct/indirect report. I tried to access to my client groups - Journey but in this task I can see only my direct/indirect reports. So, how can I achieve my requirement?
