Why isn't BPA visible in Requisitions > Catalog

1.      I’ve created a blanket purchase agreement (attached) in Oracle and need to create the corresponding PO, however I can’t find it when I go to Shop by Category and search in the PEA Catalog Category. I am in the correct category and search keywords, but even those don’t locate the BPA.  I can see it as Open when I “Manage Agreements”. The only thing that is different with this BPA, compared to others that I’ve created and was able to view in Catalog, is that the start date is over 1 month away. Could that cause a problem?
