Report on when submission is viewed

Summary:

There is a political "fight" around SLA and our TA team sitting on candidates. So our TA manager wanted to know if it's possible to report on when a submission is first viewed after they complete the submission. I can't seem to find anything in OBIEE about it. Any here know?
