Unable to reassign others' checklist / journey tasks as a HR specialist

Hello 

As a HR specialist we should be able to manually re-assign tasks to another manager, but the option doesn't appear as per screen shots below. Also in the screenshot 2 (allocate checklist UI) the "others' incomplete tasks" are not showing.

Is there a way for a HR specialist to reassign tasks assigned to one manager to another manager?
