PO Change Order approval - Approvers are getting skipped if there are multiple PO lines

I am defining change order approval rules using BPM. Approvers are getting skipped if the document has more than one line, refer to following details

Content (required):

Scenario: Multiple PO lines. If there is a change to the PO lines then approval flow should follow as per below for each line,

Approvers for Line#1: Project Manager1 + MU Owner + Category Manager + Buyer

Approvers for Line#2: Project Manager2 + CC Approver + Category Manager + Buyer

Issue: MU Owner & CC Approvers are getting skipped in case of multiple lines. But this issue is not happening for the one PO line. Identified that due to the ignore rule this issue is happening. Ignore rule is considering the 1st line only. Not sure how to make it work to check all lines.
