Is it possible to load Qualification outcomes without providing responses to initiative questions?

Possibility to load Qualification outcomes without creating and launching initiative to support data migration

Content (required):

Our client is in the process of implementing SQM and as part of which we need to do Data migration of histroic SQM data. For one of the qualification area, client wants to upload only the outcome/scores without migrating initiatives.
