PCMCS Allocation - Does not allocate full amount to the Target

Summary:

One of the allocation rule, having $100 as source amount and only allocates 90% of the amount to the target.

Content (required):

Source amount expected to allocate 100% of the amount and there is no issue at the driver. even when you set the driver to allocate evenly. it still reduces to amount by 10%.
