Is there any restriction on the item category that can be used for orchestration process assignment?

Content (required):

We are using item category for order orchestration process assignment.(Task : Manage process assignment for sales orders)

We have 2 categories assigned to the item.(one is of functional area catalog, other is not)

If we use category assigned to functional area catalog, orchestration assignment is working as 

expected. But if we use other category for orchestration process assignment, this is not working 

and always going to else condition

Is there any restriction on the item category that can be used for orchestration process assignment?
