Applicant Hired directly in HCM

Summary: Applicant was hired directly in HCM, how do we fill the job requisition

Content (required): Applicant was hired in HCM and not moved to HR from ORC (even though he is an applicant in the req). Now we cannot fill the requisition. We do not want to push to HR because this may cause downstream issues in active directory. He's currently in Post-Offer Checks, Successful Phase and State. What options are there without having to reject him in the req?
