How can we add 'use' field in the job requisition approval rule?

Summary:

Our requirement is to have two logic in the workflow, first is if the use field = 'position' then the approval should be the Line manager up to recruiter else if the use field = 'blank requisition' then the approval should goes to HRIS to create a position.
