Requisition verifies position incumbent and other reqs before opening

Hello experts

We are facing issues here that some users are opening Requisition without prior validation that:

1 - There is no other requisition for the same Position already open

2 - If the position has any incumbents already

Specially the first case scenario we are unable to find any solution that will not allow the managers and BPs to open Requisitions already opened.

Has anyone faced something similar and could help?
